Frances Morrell was deputy leader, then leader of the Inner London Education Authority from 1981-1987. Whilst working there she commissioned independent enquiries into primary, secondary and special schools, reformed the inspectorate, developed a quality of education programme, pioneered the first children's ombudsman and increased the decision-making power of parents. She has also worked as a policy adviser in central government and is co-author of "Manifesto - a radical strategy for Britain's future".
